Abstract

1.Local governments responded to COVID-19 autonomously within resource constraints.
2. Local stakeholders lacked support from higher levels and need better systems.
3.Federal respondents argued for a more centralized approach.
4. Findings imply the needs to strengthen local health systems and empowering local governments.
