Abstract | The EU’s neighbourhood policy remains a conundrum. With a multitude of objectives, the project was inspired by the goal of fostering stability, security and prosperity in a shared neighbourhood. Member States themselves have made use of the ENP as a vehicle to balance EU goals of transformation with the demands of their own national foreign policies. This chapter examines both the pitfalls and the foreign policy potential that the ENP has since 2003 afforded France, Germany and Poland in their attempts to address both the structural and social requirements of a European neighbourhood. |
